Fry the prawns in the oil then remove them and set them aside.
Use the same oil to fry the carrots and onions.
Add the tomato and allow to reduce.
Add the flour, the bay leaf and bring to the boil.
Add the water and simmer for 15 minutes before passing through a colander.
Blend the toasted almonds, garlic, saffron, salt and a tablespoonful of water with a hand blender and add to the pan.
Add the pieces of fish and cook for 10 minutes.
Add the prawns just before serving.
